IMTMA Cluster Development cell conceptualises and implements the overall developmental strategy for the cluster. It acts as a focal point for all initiatives and institutionalises formal and informal linkages between various cluster actors. 

Thus IMTMA cluster cell would:

• Facilitate collaborative working among various cluster actors
• Facilitate development of information and knowledge networks
• Facilitate easy dissemination of best practices
• Identify common needs, constraints and facilitate initiatives to address the needs.

It would thus provide a neutral forum to facilitate the overall growth and development of the cluster.
