WORKSHOP ON ‘ENHANCING CLUSTER INITIATIVES

THROUGH EXPERIENCE SHARING’

26th July 2013, Bangalore International Exhibition Centre, Bangalore


Industrial Infrastructure Up gradation Scheme (IIUS) of DIPP, launched in 2003 as Central Sector Scheme is an initiative of the Govt. of India to fulfill the need of the industry in developing quality infrastructure.  IIUS scheme provides a unique opportunity for key stake holders of the industry as well as industry associations to create better infrastructure, improve technology, etc. which would support industry. DIPP plans to upscale the activity and therefore wants to understand all the aspects of implementation as well as effectiveness / utilization of the facilities created by cluster members.

With this background DIPP in association with IMTMA has organized a workshop on ‘Enhancing Cluster Initiatives through Experience Sharing ‘on 26th July 2013, at Bangalore International Exhibition Centre, Bangalore. The idea of having this experience sharing session was to help different clusters to learn from each other’s’ experience and also to find out if something better could be done for the common good.

The following 10 clusters from various sectors have participated in the workshop: 

1)      Machine Tool Cluster, Bangalore

2)      Foundry Cluster, Belgaum

3)      Chemical Cluster, Vapi

4)      Pharma Cluster, Hyderabad

5)      Metallurgical Cluster, Jajpur

6)      Chemical Cluster, Ankleshwar

7)      Chemical Clister, Ahmedabad

8)      Foundry Cluster, Coimbatore

9)      Foundry Cluster, Howrah

10)     Foundry Cluster, Kolhapur

Clusters made presentation on the implementation of the project, challenges faced, utilization, impact of the project, etc. The presentations made by various clusters mentioned about the following subjects:

-          Fund arrangement and collection from members

-          Funding for up-gradation required

-          Land procurement

-          Documentation management and maintenance

-          Roads – saves fuel and time, a great environmental impact

-          Delay in approvals

-          Civil works

During the interactions with DIPP officials on “Way Forward for Clusters”, the following common concerns of the clusters have been discussed

  • Land - primary concern all clusters
  • Project approval by Govt.
  • Dealing with local contractors
  • Civil and Administrative works

DIPP officials Ms. Shubhra Singh, Joint Secretary, DIPP , Mr. Binod Kumar, Under  Secretary and Mr. A.P.Singh , Senior Development Officer  have clarified and suggested solutions to the above issues raised.
